Eligibility Criteria

For the Audit

  • Registration with the SECP/Registrar of Firms
    The Publisher shall get their publications registered either with SECP or with Registrar of Firms
     
  • Hiring Chartered Accountant
    The Publisher shall hire a chartered accountant from a list designated by the office of the Audit Bureau of Circulations (ABC) for submission of Financial Statements of their Publication comprising the balance sheet and the profit and loss account for the audited period as per International Accounting Standards. If the Chartered Accountant is found guilty of forgery, he/she shall be held responsible under Press, Newspapers, News agencies and Books Registration Ordinance 2002 and his/her name shall be blacklisted and shall be forwarded to all audit firms
     
  • Website requirement for publications
    All publications shall have a website showing previous record and current issues upload. In addition to this, the publishers shall also provide daily issue by the first week of every month at the respective ABC Office
     
  • Mandatory Documents
    The Publisher for having their publication audited shall submit the following mandatory documents.
    • Publisher’s declaration issued by DCO/Deputy Commissioner of the respective district and in KPK issued by the KPK Information Department
    • Printer’s declaration by DCO/Deputy Commissioner of the respective district and in KPK issued by the KPK Information Department
    • A registration certificate issued by Press Registrar, MOIBNH
    • Regularity certificate issued by the Provincial Information Department and by Deputy Commissioner in the Islamabad Capital Territory
    • Time period’s requirements for audit First Audit: The newspaper/periodical shall be eligible for the first audit after completion of regular publication for two years. The publisher shall submit one - year record for audit
       
  • Regular Audit
    Regular publications shall be eligible for subsequent audit once a year for the periods 1st July - 30th June. The management of a newspaper or periodical shall apply for circulations audit of their publication one month before the expiry of the validity of their circulations certificate. The audit process from date of application to issuance of certificate or closing off case shall be completed within two months. During this time the old ABC certificate shall be valid for functional purposes.

The required number of copies to become eligible for Central Media List:

Dailies 7,500
Weeklies 2,000
Fortnightly 1,500
Monthlies 1,500
Quarterlies 1,500

Regional Publications

The required number of copies to become eligible for Central Media List:

Dailies 3,000
Weeklies 700
Fortnightly 300
Monthlies 300
Quarterlies 300
