Audit Bureau of Circulation (ABC) is a subordinate office of M/o Information and Broadcasting mandated to conduct circulation audit of Newspapers/ Periodicals across the country. The function of circulations audit has been allocated to the Ministry of Information under the Rules of Business 1973 Schedule -II Entry 16 Sub-provision 6 (ii) in exercise of the powers delegated by the Article 90 and 99 of the Constitution of Islamic Republic of Pakistan. Under Cabinet Decision dated 3rd April 1984, circulation audit of any publication was declared mandatory for getting government sector advertisements.
