The function of circulations audit has been allocated to the Ministry of Information under the Rules of Business 1973 Schedule -II Entry 16 Sub-provision 6 (ii) in exercise of the powers delegated by the Article 90 and 99 of the Constitution of Islamic Republic of Pakistan. Under Cabinet Decision dated 3 April 1984, circulation audit of any publication was declared mandatory for getting government sector advertisements.
